Upgrading Class 3 Referee Course - Fact Sheet
The purpose of the Upgrading Class 3 Course is to ensure that all game officials
are thoroughly familiar with the Laws of the Game. The course consists of three parts.
Part A A pre-course Fact Sheet to be studied by the candidate using the Laws of the Game Book.
Part B A one hour exam based solely on the facts of law.
Part C A five hour course of instruction to increase knowledge of practical refereeing methods.
Part A - Fact Sheet
Note: In the following context
a. where measurements are called for, metric values (at least) must be given
b. 'quote' means to give the actual wording contained in the Laws of the Game Book.
In all other cases the candidate may provide the information in his/her own words.

The Field of Play must know the:
a. length and width of all lines of the field of play,
b. location of the centre mark,
c location of the penalty mark,
d. relationship of all lines to the areas they define,
e. size of the goal,
f. size and shape of the goal posts and crossbar,
g. relationship of the goal posts to the crossbar,
h. dimensions and shape of the flag posts,
i. requirements of goal nets.
The Ball - must know the:
a. required qualities of an acceptable game ball,
b. time(s) in the game when a game ball may be replaced,
c. method(s) of replacing a defective game ball.
The Number of Players must know the:
a. number of players that constitutes a team,
b. number of named substitutes allowed for each team,
c. procedure for making a substitution before the game starts,
d. procedure for making a substitution once the game has started,
e. procedure for replacing a goalkeeper with a player,
f. complete procedure for dealing with any infractions of the above.
The Players' Equipment must know the:
a. mandatory requirement(s) for players' equipment,
b. mandatory components of a players' equipment,
c. complete procedure for dealing with any infractions of the above.
The Referee must know the:
a. the powers and duties of the Referee,
(Note: although candidates are not required to 'quote' this Law, they should make very sure
that no aspect of each power or duty is omitted when stating each in their own words),
b. describe under what conditions (if any) a Referee may change his/her decision.
The Assistant Referees must know the:
a. duties of the Assistant Referees.
(Note: candidates are expected to be totally familiar with the OSA "A System of
Positions and Signals for Assistant Referees", provided to you at the Entry-Level
(C4) Course which is also available from your District Referee Coordinator)
The Duration of the Match must know the:
a. relationship between each half for a match to be legal,
b. situations for which the referee must make allowance for time lost,
c. time(s) in the match when allowance for time lost must be added on,
d. condition(s) under which when a Referee must extend a half of play,
e. requirements of a half-time interval.
Start of Play must know the:
a. required position of each player and named substitute at the start of play,
b. requirements for putting the ball into play,
c. complete procedure for dealing with any infringements of the above.
The Ball In and Out of Play must know the:
a. condition(s) under which the ball is out of play,
b. condition(s) under which the ball is in play.
Method of Scoring must know the:
a. condition(s) which must be met for the scoring of a goal.
Offside must know:
a. what constitutes an offside position,
b. the point in time when an offside judgment is made,
Fouls and Misconduct must be able to:
a. quote the offences that require a direct free kick restart,
b. state the offences that require an indirect fee kick restart,
c. quote the offences that require that a player be cautioned
(shown a yellow card),
d. quote the offences that require that a player be sent off the field of play
(shown a red card).
Re-starts must know the:
a. method of restart to be used after the ball has gone out of play either by passing
over the boundary lines or because the Referee has stopped the game for any reason,
b. for each of the methods of restarting a match,
c. the required position of all opposing players,
d. the required position of all members of the non-offending team,
e. the responsibility(s) of the player taking the restart,
f. when the ball is deemed to be back in play,
g. if a goal may be scored directly from the restart,
h. the complete procedure for dealing with any infraction of any of the above.
