Upgrading Class 3 Referee Course  - Fact Sheet

The purpose of the Upgrading Class 3 Course is to ensure that all game officials
are thoroughly familiar with the Laws of the Game. The course consists of three parts.

Part A A pre-course Fact Sheet to be studied by the candidate using the Laws of the Game Book.
Part B A one hour exam based solely on the facts of law.
Part C A five hour course of instruction to increase knowledge of practical refereeing methods.

Part A - Fact Sheet

Note: In the following context
a. where measurements are called for, metric values (at least) must be given
b. 'quote' means to give the actual wording contained in the Laws of the Game Book.
In all other cases the candidate may provide the information in his/her own words.

The Field of Play  must know the:
a. length and width of all lines of the field of play,
b. location of the centre mark,
c location of the penalty mark,
d. relationship of all lines to the areas they define,
e. size of the goal,
f. size and shape of the goal posts and crossbar,
g. relationship of the goal posts to the crossbar,
h. dimensions and shape of the flag posts,
i. requirements of goal nets.

The Ball - must know the:
a. required qualities of an acceptable game ball,
b. time(s) in the game when a game ball may be replaced,
c. method(s) of replacing a defective game ball.

The Number of Players  must know the:
a. number of players that constitutes a team,
b. number of named substitutes allowed for each team,
c. procedure for making a substitution before the game starts,
d. procedure for making a substitution once the game has started,
e. procedure for replacing a goalkeeper with a player,
f. complete procedure for dealing with any infractions of the above.

The Players' Equipment  must know the:
a. mandatory requirement(s) for players' equipment,
b. mandatory components of a players' equipment,
c. complete procedure for dealing with any infractions of the above.

The Referee  must know the:
a. the powers and duties of the Referee,
(Note: although candidates are not required to 'quote' this Law, they should make very sure
that no aspect of each power or duty is omitted when stating each in their own words),
b. describe under what conditions (if any) a Referee may change his/her decision.

The Assistant Referees  must know the:
a. duties of the Assistant Referees.
(Note: candidates are expected to be totally familiar with the OSA "A System of
Positions and Signals for Assistant Referees", provided to you at the Entry-Level
(C4) Course which is also available from your District Referee Coordinator)

The Duration of the Match  must know the:
a. relationship between each half for a match to be legal,
b. situations for which the referee must make allowance for time lost,
c. time(s) in the match when allowance for time lost must be added on,
d. condition(s) under which when a Referee must extend a half of play,
e. requirements of a half-time interval.

Start of Play  must know the:
a. required position of each player and named substitute at the start of play,
b. requirements for putting the ball into play,
c. complete procedure for dealing with any infringements of the above.

The Ball In and Out of Play  must know the:
a. condition(s) under which the ball is out of play,
b. condition(s) under which the ball is in play.

Method of Scoring  must know the:
a. condition(s) which must be met for the scoring of a goal.

Offside  must know:
a. what constitutes an offside position,
b. the point in time when an offside judgment is made,

Fouls and Misconduct  must be able to:
a. quote the offences that require a direct free kick restart,
b. state the offences that require an indirect fee kick restart,
c. quote the offences that require that a player be cautioned
(shown a yellow card),
d. quote the offences that require that a player be sent off the field of play
(shown a red card).

Re-starts  must know the:
a. method of restart to be used after the ball has gone out of play either by passing
over the boundary lines or because the Referee has stopped the game for any reason,
b. for each of the methods of restarting a match,
c. the required position of all opposing players,
d. the required position of all members of the non-offending team,
e. the responsibility(s) of the player taking the restart,
f. when the ball is deemed to be back in play,
g. if a goal may be scored directly from the restart,
h. the complete procedure for dealing with any infraction of any of the above.
One of the most challenging activities within Soccer is to become a Game Official. It is rewarding to be involved in a leadership position - to ensure the safety of the players, to keep the match flowing, protect the skilled players and to encourage fair play and enjoyment by the participants
C4 Course
Entry-Level (C4) Referee Courses - Year 2007

Entry-level (C4) Courses will begin in March 2007. The course format will include 3 - two hour classroom sessions held preferably on different days with a 6 hour on-field session outside after the classroom instruction has been completed. Classroom sessions may begin in March while the outside sessions may need the better weather usually seen beginning in April in most parts of the Province.

Fee includes cost of instruction, registration for the first year and course materials. All new people interested in officiating (over the age of 12 years as of April 1st, 2007) or those who have not officiated in two years will attend the Entry-Level (C4) Course. Cost $50.00.
C4 upgrading to a C3
Who is eligible to be involved in the Class 3 Upgrading Program?

To be eligible to attend the Class 3 Course and Examination, referees must be at least 15 years of age. Referees must be at least 16 years of age as of the beginning of the registration year (ie April 1st) to register as a Class 3 Referee. Underage referees will not be admitted to the course and examination.

Who is eligible to be Upgraded to Class 3 for 2007?
a) completed at least one season as a competent Class 4 Referee;
b) be not less than 16 years of age to register as C3;
c) be in good standing (no outstanding discipline);
d) be recommended by the Club Head Referee or District Referee
Coordinator;
e) pass an examination and attend a course designated by The Association;
f) those referees fulfilling the above criteria will be upgraded to Class 3


What is involved in the Class 3 Upgrading Program?
Referees who are selected will attend a 6 hour program which will start with a one hour written examination (which will focus on questions the Laws of the Game Book which they received at their Entry-Level (C4) Course or in their registration package as a Class 4 renewing referee) and follow with instruction (for 5 hours).

Candidates must attend the whole session to qualify for upgrading. No exceptions.

Candidates who fail the examination will be eligible to re-take the examination (different version) within a few weeks of their first attempt. All Candidates who request to re-take the examination must have already completed the classroom session.

C2 Course
Class 2 Referee Course

In order to be accepted to attend this clinic, participants must be registered Class 3 Referees for at least one year (prior to 2007).

The Class 2 Examination is held during the clinic. The examination is 2 hours in length and candidates must obtain a mark of 80% to pass. Attendance at pre-course education sessions organized by the local District Association is required prior to the clinic. Please contact your District Referee Coordinator for more information on pre-course education sessions which are being offered. Course content is not preparatory for the examination.

A travel subsidy will be available for those travelling a long distance.

Class 2 Referee


3.8To be eligible for consideration for promotion to a Class 2 Referee, Class 3 Referee must complete an application form and complete the criteria below in the order listed.
a)attend the Class 2 preparation sessions;
b)attend and pass the Class 2 Examination;
c)within the two years following a passing mark on the Class 2 Examination, obtain a minimum of three qualifying* assessments by more than one assessor, at least two of which must be obtained in Senior Men's Competitive games with the other assessment obtained in another Competitive calibre game;
d)fulfil the yearly fitness standards in supervised tests each of the following two years following the Examination;
e)candidates may be required to complete additional assessments above the minimum to show proficiency of performance at the required level. In such cases, an extension beyond the two year limit may be granted.
**Please note: appropriate games are reviewed for qualification by category of game and by the actual game played and observed by an assessor or evaluator
3.9Class 2 Referees shall be eligible:
a)within their first year as a Class 2 Referee, to officiate up to Regional & District Senior Competitive games as per the pyramid of officiating;
b)within their second and subsequent years as a Class 2 Referee, to be appointed as an Assistant Referee in non-amateur games.
3.10To maintain standing as a Class 2 Referee, a Referee must:
a)actively officiate within The Association;
b)adhere to all Published Rules of the Association and be in good standing;
c)must remain current by attending education programming;
d)pay the annual fees as published by the Association;
e)maintain registration each year;
f)complete a minimum of one formal assessment per year in an appropriate Senior Competitive game;
g)fulfil the fitness test requirement for Class 2 Referees;

Class 1 Referee Course

There has been a change to the operation of the Class 1 exam/course this year. The date of the exam and the date of the course have been separated.

When applying to the C1 course, you will have to be available to attend both sessions.

In order to be accepted to attend this clinic, participants must be registered Class 2 Referees.

The CSA Class 1 Examination is held during the course. The examination is 2 hours in length and candidates must obtain a mark of 85% to pass.

A travel subsidy will be available for those travelling a long distance.


Maximum class size: 40 participants
Course Fee: $85.00 (payable to The Ontario Soccer Association by cheque or money order)



3.11To be eligible for consideration from promotion to a Class 1 Referee, a Class 2 Referee must complete all the criteria below within a two year time period:
a)be an above average Class 2 Referee for two years;
b)attend and pass the Class 1 Examination;
c)a minimum of four qualifying* assessments, at least one of which shall be by a National Assessor and all of which shall be in Senior Men's Competitive games;
d)fulfil the yearly fitness standards in supervised tests each year;
e)candidates may be required to complete additional assessments above the minimum to show proficiency of performance at the required level. In such cases, an extension beyond the two year limit may be granted.

3.13Class 1 Referees shall be eligible to officiate in any category of amateur soccer and may be appointed to non-amateur and inter-provincial competitions.
3.14To maintain standing as a Class 1 Referee, a Referee must:
a)actively officiate within The Association;
b)adhere to all Published Rules of the Association and be in good standing;
c)must remain current by attending education programming;
d)pay the annual fees as published by the Association;
e)maintain registration each year;
f)complete a minimum of one formal assessment per year in an appropriate Senior Competitive game;
g)fulfil the fitness test requirement for Class 1 Referees;

C1 Course

National Program


3.15To be considered for status as a Nominated National Referee, a Class 1 Referee must:
a)perform as an above average Class 1 Referee for a minimum of 2 years;
b)fulfil the requirements of a Class 1 Referee;
c)fulfil the entry fitness test requirements of the Canadian Soccer Association;
d)obtain assessments performed by National Assessors in suitable competitions;
e)at the call of the Canadian Soccer Association through The Association, prepare a resume of all soccer related activities for the past two years;
f)meet age qualification standards of The CSA;
g)be a Canadian citizen or landed immigrant;
h)at all times (whether on or off the field of play) exhibit professional conduct, a positive attitude and commitment to the game.
3.16Nominations shall be recommended by the Referee Development Committee to The Association.
3.17Appointment as a National Referee is under the jurisdiction of The Canadian Soccer Association, which may also make nominations to the International List of Referees or Assistant Referees.
