Please be aware that there has been an amendment to the Feb. 2005 FIFA ruling the "you must touch the ball in order to be called offside"
You now can be called offside prior to touching the ball :
"A player in an offside position may be penalized before playing or touching the ball if, in the opinion of the referee, no other team-mate in an onside position has the opportunity to player the ball"
"if an opponent becomes involved in the play and if, in the opinion of the referee, there is potential for physical contact, the player in the offside position shall be penalized for interfering with an opponent
Soccer Referees Niagara (SRN) was formed in 2005 to assist in the education and training of referees in the Niagara Region. The association is open to all soccer referees interested in bettering themselves. Our referees service all levels of soccer competition within the Niagara Region and beyond, including adult, high school, and youth Leagues. SRN is a non-profit, NSA approved organization that provides training and all activities related to supporting these efforts. Our Site is primarily intended for professional support and assistance to our Membership and the Leagues that we support, but we do offer some information of use to the general public.

Our new executive committee are once again hard at work to prepare an off season training program that will assist referees in understanding and executing the "Laws" in a game situation. Soccer Referees
Niagara is the official branch of the Ontario Soccer Referees Association; the SRN also is the
approved referee branch of the Niagara Soccer Association which governs the local soccer clubs from Fort Erie to Grimsby. All of the parties mentioned above feel very strongly that ALL REFEREESshould take the time in the off season to educate themselves, regardless if they have been officiating for several years, or a first year referee. To accomplish this yearly goal, the SRN will host a minimum of six education sessions throughout the region; we cover such topics as the "Laws of the Game " in detail, player management, assistant refereeing, report writing, dealing with coaches and parents etc. Once the season begins in mid to late May, the education sessions are replaced with on field assessments and mentorship for our youth members (if requested). It is also at this time when the SRN and the NSA identify those officials with the capabilities to move on to the next level. It is the SRN's intention, along with the NSA, to reward the referees who take the time to educate themselves through our sessions; attendance will be kept and referees with potential will be identified at each session. The Canadian Soccer Association have revamped the refereeing structure which comes into effect as of January 2009; these changes will force the schedulers to make lists of referees that can handle certain levels of competition. The more education sessions that referees attend, the better chance he/she will have to officiate at the higher levels. In comparison, those referees with less experience wishing to progress will be judged on sessions attended, on field performance, and attitude. I believe that if a referee educates themself in the off season, their on field incidents will be fewer during the summer season.
